A 1995 campus-wide facility assessment indicated that Battelle's research would be best served if several laboratories located in older buildings were consolidated in a new facility.

The primary edict from the Project Program was that the new facility be functional and flexible with labs designed on a generic basis to enhance future adaptability. The result was a 3-story building with interstitial floors and clear structural spans.
